No Need for Speed

I was somewhat taken aback after reading an article on BBC news about how 12,500 people were caught by a temporary camera in just two months. What was more alarming was this quote from a Sussex Safety Camera Partership, the people who operate the cameras in Sussex, spokesman:

A spokesman for the partnership said it was "disappointing" that thousands of people were speeding in the county.

"All sites have speed limit reminders and camera symbol signs in advance of the camera and some have flashing vehicle activated signs," he said.

"If drivers and riders are missing all these warnings, what else are they missing on our roads?"

Surely the questions we should be asking are why were so many people speeding and was there adequate signage?

The article goes on to say that the partnership made £1.5 million pounds profit last year, nearly half of which came from this single site. Where that profit goes is what I want to know.
